No action on banned groups

IF banning terrorist and militant groups has not led to any credible or effective results, does that mean the government should quietly give up on the practice altogether? Or if the government is engaged in dialogue with the TTP leadership, does that mean that self-avowed splinter groups should continue to escape the state’s legal scrutiny or sanction? According to a report in this newspaper, the PML-N government has not banned a single militant or terrorist outfit since coming to office almost a year ago. A partial explanation could be the government’s avowed stance of pursuing dialogue with the outlawed TTP first, but, if true, it would be a thoroughly unsatisfactory explanation.

Even the government has suggested repeatedly that there is no guarantee that talks will succeed, while consistently also maintaining that all options remained open if talks eventually failed. So it would make sense to keep monitoring and officially labelling new groups that emerge during this phase. That way, swift — and, importantly, legal — action could be taken if talks fail.

Yet, it appears that another part of the explanation for the government’s inaction lies in the procedure for banning terrorist and militant groups: the interior ministry is in charge and the minister leading that ministry, Nisar Ali Khan, has hugely invested in the dialogue process to the point of tunnel vision and an inability to focus on other aspects of his job perhaps. For example, if the TTP splinter group Ahrarul Hind is what it and the TTP claims it is, then it deserves to be banned at the very least for the attacks it has claimed responsibility for.

If nothing else, it would give the interior minister and his negotiators some extra leverage at the negotiating table with the Taliban when it comes to demanding that the TTP rein in or hand over affiliates who are unwilling to talk peace. But the interior minister’s seeming willingness to give up every possible leverage he has in the talks process appears to prevail.

What can — and does — get overlooked because of the ineffective and sometimes non-existent implementation of the ban on certain groups is that it can be a rather powerful tool. At the very least, it gives the state the authority to clamp down on funding — a crucial lifeline for any group — seize bank accounts and make international travel for individuals difficult.

Those measures alone can have a significantly disruptive effect, and that’s before the advantages when it comes to investigations and securing prosecutions in the courts. To be sure, the ease with which groups evade existing bans by simply changing the name of their organisations needs to be looked at. Yet fixing the system of banning groups will only matter if the government shows some interest in the system to begin with.

KARACHI: The injured anchorperson of GEO Television (Independent Media Corporation) owned by Mir Family would in next few days resume his normal activities after his wounds would get healed but irreparable colossal damage has been done to the sovereignty of Pakistan by him by maligning the Inter-Services Intelligence (ISI) and its Chief Lieutenant General Zaheer Ul Islam. It is a direct hit on Pakistan’s soverignty, which has been at war from different corners and with many enemies in covert and overt positions against the sole Nuclear Power in Muslim World.

The extremist and terrorist groups have beheaded hundreds of Pakistani troopers and thousands of civilians but Hamid Mir’s allegations against the ISI and its Chief Lieutenant General Zaheer Ul Islam are tantamount to disintegrating the sovereignty of Pakistan. Role of Pakistani Media and silence of government at this crucial stage is also inflicting much colossal loss, which they would never be able to address and the nation would not forgive them.

It is the ISI that has offered tremendous sacrifices for the country but their role has always been neglected, undermined, suppressed and presented in an absolute reverse and negative portrayal, which best serves the enemies of Pakistan.

The main beneficiary of Hamid Mir’s allegations against the ISI and its Chief Lieutenant General Zaheer Ul Islam is India, which secret service, RAW has constantly been conspiring against the sovereignty of Pakistan and knowing that the ISI is the biggest hurdle in its way to accomplishing its vested designs, RAW has invested billions in Indian and some section of Pakistani media. However, Indian Media never criticises RAW for its notorious designs and operations against Pakistan or even against humanity but sadly a section of Pakistani Media has always chased Pakistan Army and the ISI as its target.

Mubashir Luqman, an anchorperson of ARY NEWS has in number of his shows exposed Jang Group and its owner Mir Shakil Ur Rehman especially about a story that Hindustan Times of India carried with the connivance of Mir Shakil Ur Rehman. The story had deliberately maligned the ISI for backing a new private television in Pakistan, the BOL. The Hindustan Times had published a fake report on 29 September 2013 with the caption of “Dawood, ISI ‘Setting Up’ TV Channel in Pakistan”. The Hindustan Times had to remove that fake and cooked report from its online edition but the report was still available in hard copy of Hindustan Times. The Hindustan Times had also published a notification on Monday, 21 April, 2014 to clarify its position. The Hindustan Times clarified as “With reference to the news article titled “Dawood, ISI ‘setting up’ TV channel in Pakistan” uploaded from New Delhi, India, on our website, www.hindustantimes.com, on 29-09-2013, it is clarified that M/s Axact Pvt Ltd. has denied any such association. This was enough a proof amid thousands that the Indian secret service, RAW had invested in section of Pakistani media (Television) and only GEO was the greatest admirer and supporter of Amn Ki Asha, which is also RAW funded project to malign the Pakistn Army, ISI and Pakistan.

Like a stone and two birds, attack on Hamid Mir has multidimensional purposes. RAW successfully attempted to malign the ISI and the debate at Khara Sach by Mubashir Luqman on ARY NEWS also precipitated, even for the time being.

Capital Talk, the show presented by Hamid Mir at GEO Television is the evidence of GEO’s adventurism against the ISI, former Chief of Army Staffs General Pervez Musharraf, over the issue of missing persons from Balochistan and allegations he levelled against the ISI for patronising militant groups and radical Islamist groups.

It is likely that a 3-member judicial commission would be constituted to investigate the incident and Hamid Mir and Mir Shakil Ur Rehman would have to explain as why they did not trust the Judiciary of Pakistan for seeking protection from the ISI if they were true in their claim the ISI would hurt them physically. Why Hamid Mir did not approach former Chief of Army Staffs General Ashfaque Pervez Kiyani against so-called threats from the ISI.

Pakistani nation would also expect from the judicial commission that it should also ascertain the real beneficiary of attack on Hamid Mir and defamation of the ISI and hence the coming days would be very important for Pakistan.

Interestingly, Hamid Mir had not only alleged the present ISI Chief Lieutenant General Zaheer Ul Islam but GEO Television has also claimed on behalf of Hamid Mir that he had life threats from the relieving ISI Chief Lieutenant General Ahmed Shuja Pasha, who the India had during previous government of Pakistan People’s Party jointly led by President Asif Ali Zardari and Syed Yousuf Raza Gilani demanded to hand over Lieutenant General Ahmed Shuja Pasha for interrogation and the PPP government had consented to send him to New Delhi.

Why Hamid Mir and GEO Television ignored threats from Tehreek-e Taliban Pakistan (TTP) and avoided to name them as main perpetrators was also meaningful. It is no secret that RAW is grossly involved in insurgency in Balochistan through Balouch Liberation Army (BLA), the separatist militant group. It is no secret that RAW is the key funding agency to the terrorist groups operating in Pakistan against Pakistan Army, the ISI and Pakistan. It is no secret that RAW has deep links with anti-Pakistan militant groups such as BLA and certain other groups that claim to be part of the TTP.

Whether it BLA or any so-called religious extremist group in the disguise of TTP or TTP in actual or a journalist of higher rank or a private television in Pakistan with the objectives of promoting terrorism at one hand through arson and carnage and through Amn Ki Asha at the other was all for the Indian secret service, RAW, the main beneficiary from all aspects inclusive of Hamid Mir’s allegations against the ISI and its former and present Chiefs.

Immediately after Hamid Mir was injured in Karachi and GEO Televisions carried its agenda for maligning the ISI, started telecasting Hamid Mir’s allegations against the ISI. GEO Television quite repeatedly reported his message that the ISI and its former and present chiefs would be solely responsible for any damage done to him.

Immediately after GEO Television started its campaign against the ISI and its Chiefs, the ISPR (Inter-Services Public Relations) issued a media note in which Pakistan Army condemned attack on Hamid Mir and said that the incident must be thoroughly investigated for which Pakistan Army would provide all support so that those that carried that attack would be exposed.

A little later, TTP claimed the responsibility of attacking Hamid Mir in Karachi and in this regard, tweets from TTP are concrete proof. TTP had on April 19, 2014 (Day of attack on Hamid Mir) tweeted as below;

“He Is Attacked For Opposing Taliban, His Secular Agenda And For Promoting Malala Yousafzai.”

“We TehreekeTaliban Pakistan Punjab Chapter Take The Responsibility For Attack On Hamid Mir. We Did It Together With Brothers Of LeJ Karachi.”

“No Matter How Much Safe You Feel Inside Your Houses, Remember You Are Always In Our Access — Stop Propaganda Or Get Ready to be killed.”

However, like Indian state and private television channels in India, Pakistani private television channels in Pakistan are wild chasing the ISI and there is no difference in style of reporting and twisting various angles of maligning the ISI.

The patriot and the agents of enemies of Pakistan, the ISI, Pakistan Army and Islam have already been exposed from top to bottom. Members from civil society and eminent lawyers have also moved higher courts against such elements and hence the ISI does not need to hurt Hamid Mir or any other because nothing can be concealed from the people through the eyes and ears of social media and responsible reporting by key Pakistani newspapers.

There should be no doubt that the ISI would leave no stone unturned to help law enforcement agencies to trace and arrest the perpetrators so that they should be brought to justice as per law and it is not very far as it is the question of dignity of Pakistan’s premier agency, the ISI.

300 RMCH interns sued over journo assault in Rajshahi

TBT Live Update: Two cases were filed against 300 interns of Rajshahi Medical College Hospital (RMCH) in connection with Sunday’s attack on journalists.

Officer-in-charge of Rajpara Police Station Khan Mohammad Erfan said President of Bangladesh Photo Journalists Association Rajshahi unit Asaduzzaman Asad filed a case against 150 interns with Rajpara Police Station on Monday midnight.

Later, ATN News cameraman Mahfuzur Rahman Rubel filed another case against 150 interns on various charges, including attack and vandalism, also on Monday midnight.

At least 10 local journalists were injured in an attack allegedly by intern doctors at Rajshahi Medical College Hospital on Sunday night as they had been there to cover the incident of a clash between doctors and relatives of a patient.

The attackers also smashed two cameras of the journalists.

Journalists have sued at least 157 interns of Rajshahi Medical College and Hospital (RMCH) on charges of attacking journalists and damaging their laptops and cameras. 

The RMCH interns beat up at least 10 journalists and damaged their laptops and cameras at the hospital Sunday night. 

President of Bangladesh Photo Journalists Association Rajshahi unit Asaduzzaman filed a case against seven named and 150 unnamed interns with Rajpara Police Station around 11:30pm, reports our correspondent quoting Khan Mohammad Erfan, officer-in-charge of the police station.

The accused interns whose names have been mentioned in the case are Mithu, Obaidul, Shamim, Subrata, Polash, Nayan and Roni.         

After few moments, cameraman of ATN News Mahfuzur Rahman Rubel filed another case against 150 unnamed interns, the OC said.

In their complaints, the plaintiffs also mentioned that the interns snatched sticks from police when the law enforcers were escorting the media people to the hospital to cover news.

Among the injured journalists, the condition of Tarek Mahmud Rassel, cameraman of Jamuna TV, was stated to be critical. He is now undergoing treatment at Apollo Hospital in Dhaka.

The attackers also smashed two cameras of the journalists.

The incident began Sunday night when a relative of a patient slapped an intern, following a brawl over a doctor’s alleged negligence to treat patients.

Water availability in dams recedes to 13%

After a devastating fire ravaged its headquarters last week, the Maharashtra Government is now up against a new emergency — drinking water shortage — due to delayed monsoon.

The water availability in the dams has receded to 13 per cent.

The Maharashtra Chief Minister, Mr Prithviraj Chavan, has ordered a number of emergency measures, which include supplying dam water only for drinking water purposes. There would be no water supply for agriculture until rains replenish the catchment areas.

The gravity of the situation can be gauged from the fact that the State has received only 125.2 mm of rainfall since June 1, which is 53.50 per cent below normal, against 182.80 mm in the corresponding period last year.

According to a statement issued by the Chief Minister’s office, 16 districts in the State have received less than 50 per cent of the rainfall. Another 15 districts have received rainfall between 50 and 100 per cent. Only Akola and Amravati districts have received exceeding 100 per cent of the normal.

NAGPUR: As many as 923 villages and 4,345 hamlets in 88 tehsils and 15 districts of the state were hit by severe water scarcity, said minister for water supply and sanitation Laxman Dhoble on Monday.

Dhoble, who was in the city to preside over a meeting to review water scenario across the state, admitted that this year the scarcity situation was far more acute than in 1972 when the state had seen acute drought. He said that the water scarcity all over the state was increasing and so was the demand for water tankers. “The government has roped in tankers to supply water is areas where there is drought-like situation,” he said. At present, 1022 water tankers including 157 government and 835 private have been deployed to provide drinking water in 15 scarcity hit districts of the state, he informed.

Out of 1,007 regional water supply schemes, 750 were in operation while efforts were on to start remaining schemes. Dhoble, however, admitted that most rivers in the state were almost dry. He stated that the state was now facing the ill-effects of environmental degradation caused due to deforestation, rampant misuse and pollution of water resources. He also pointed out that the water scarcity in Western Maharashtra had increased manifold due to overuse of ground water.

The situation in Vidarbha was far better, the minister added. However, 130 tankers were supplying water in eight districts of Vidarbha including Amravati (six tankers, 10 villages), Akola (11 tankers, nine villages), Washim (29 tankers, 31 villages), Buldhana (40 villages), and Yavatmal (35 villages). Dhoble added that the number of districts facing acute water scarcity was set to rise as the summer progresses. The 15 affected districts include Nashik, Ahmednagar, Pune, Satara, Sangli, Solapur, Latur and Osmanabad.

He also stressed the need for municipal corporations and councils across the state to construct dams for storage of drinking water. At present, most cities were being provided water from irrigation projects. Dhoble claimed large irrigation projects were having only 17% water, medium 13% and small 11%. “Instructions have been issued to all the departments to ensure judicious use of water as the storage will last only till July end,” he said.

He said the government had made it mandatory for every guardian minister to utilize funds from district planning and development committee to purchase tankers for tehsil places. Besides, special funds will be provided to the district collectors (Rs 15 lakh) and divisional commissioners (Rs 30 lakh) for repairing taps. Similarly, for repair of regional water schemes, the government has authorised the divisional commissioners to spend up to Rs 1 crore.

Agriculture pumps disconnected due to non-payment of dues will be reconnected, he said adding the government would bear the burden.

 

 
 
 

Rainfall data between June 1 to 26 show that the Konkan region has a registered a 12 per cent dip in rainfall. This rain-surplus region, which is home to Alphonso mangoes, has received 456 mm of rainfall so far, while the average is 517 mm.

Marathwada is the worst hit region with 77 per cent decline in rainfall. The region has received 113.8 mm rainfall, while the average is 487 mm. Central Maharashtra saw a 51 per cent dip with 54.8 mm rainfall, while the average is 110 mm. The drought-prone Vidarbha is faring better with only 8 per cent decline in rainfall at 111 mm, while the average is 120 mm.

Until June 22, water was supplied to 2,145 villages and 6,480 hamlets in the State through a fleet of 2,540 water tankers. Last year, the State Government had to hire only 376 tankers.

FODDER DEPOTS

Since mid-May, the State Government has opened 231 fodder depots for feeding farm animals. This operation will continue till July 15. In addition to this, 29 animals camps have been set up, in which 23,332 animals have been housed.

There is acute water shortage in parts of some districts in north, south Maharashtra and Marathwada, which needs immediate attention.
 

There is acute water shortage in parts of some districts in north, south Maharashtra and Marathwada, which needs immediate attention, Union agriculture minister Sharad Pawar said on Saturday.

Pawar was speaking to media persons here. He was in the city to address the sarpanch parishad.

He said, “I get a three-weekly report of all districts in the country on rainfall and ground water situation. For a few months, some parts of Maharashtra and other states have acute shortage of water. This is because these regions did not receive sufficient rainfall during the monsoon or as in some places the returning monsoon failed on its way back, affecting the rabbi crop”.

Pawar said parts of Dhule, Nashik, Pune, Ahmednagar, Beed, Osmanabad, Solapur, Satara and Sangli districts were suffering acute shortage of water.

Pawar added, “During my visit to Satara and Solapur, I found that places like Sangola are facing acute water scarcity. At some places, sowing activity has not taken place as rains failed and at places the ground water and dam waters have depleted acutely. There is no water for humans or cattle”.

He appreciated the steps taken by the chief minister, Prithviraj Chavan, who has already toured some regions and taken quick decisions to arrest the situation. “The Maharashtra government is working responsibly to tackle the situation and has started tanker service at many places and the CM has given the rights to the tehsildars at the ground level to takes decisions about the same. Tankers have been asked to provide water to people. Cattle and fodder depots have been opened,” Pawar said.

He added, “Further steps like funding regional water schemes that have been closed because of financial dues need to be restarted by making provisional funds. The drought relief work needs to be speeded up. People are demanding more tankers at localities (vastis), and that the fodder depots be within 5-km distance so as to reduce their transport cost. These things need to be looked at.”

Pawar said the Centre would help in the efforts. The state needs to send a report to the Centre. A Central team would then visit and report its findings on the situation to the committee comprising finance minister Pranab Mukheerjee, home minister Chidambaram and Pawar himself, who would decide how to help.

“The situation is serious and the administration is working. I am confident of their abilities. All concerned need to co-operate at this hour”, he said.

As the politics over the hanging of Guru continues, there is a perception among common people in valley that Guru’s death is being used for political posturing rather than realistic checks. But over-politicization of the issue, security agencies say, could also prove to be counterproductive in coming months, fuelling fresh waves of recruiting among the separatists.

UTTARAKHAND TRAGEDY BEFORE ELECTIONS
Natural disasters occur worldwide and Uttarakhand was no exception, but the loss to human life and the quantum of misery could have been reduced had the government and shown alacrity in mounting rescue operations on a war-footing right from Day One.
 
1) What caused such massive devastation? There are many factors being blamed by people: deforestation; flash flood due to cloud burst; excessive water released suddenly by huge dams made over the years on the Ganga and its tributaries; HAARP; Operation Popeye; cloud seeding by China? Will we ever get to know the truth?

2) What did UPA chairperson Sonia Gandhi and prime minister Manmohan Singh achieve by an aerial survey? Despite knowing that this would shut off the flight routes over Uttarakhand for rescue choppers on a crucial day, the two went ahead with the visit. As a result, the entire air force machinery had to wait for virtually the entire day to begin rescue operations.

3) Why was there a delay in accessing Kedarnath and Gaurikund to start operations on a war footing straightaway? Why ridiculously low number of helicopters were pressed into duty in the initial days when it had become clear that thousands were stranded and battling for life against rain, cold, hunger and trauma?

4) Why was a “common man” (with Z Plus security) allowed to visit Gaurikund with mediapersons in tow? Did this not disrupt the relief proceedings? Can every common man — with no business to be there — also fly to the affected areas with equal ease, especially when the state CM had prohibited all VIP visits?

5) Why no attention to the locals? In the last 10 days, the entire focus has been on saving tourists, but virtually no attention has been paid to the locals who live in abject poverty and who too have suffered a lot due to destruction. Could the state administration not have done this in parallel, or are locals not important? Has the state government even thought of enlisting the help of psychological counselling for the locals after the so-called normalcy returns to the hill state?

6) ​Why were the armed forces not given the charge of rescue operations right in the beginning? Most of the rescue work has been done by the armed forces and NDRF, with relief help from volunteers of RSS, DGPC and Baba Ramdev. What has been the state bureaucracy’s contribution in relief work? 

7) Is it true that the faith of local people was sidelined to “accommodate” hydroelectric projects? Locals believe that this step incurred the ‘divine wrath’ .

8) Why such haste in announcing a Terahvin Mahayagya (13th day prayers) by the Uttarakhand CM in Haridwar-Rishikesh? ​Was this hasty announcement intended to douse people’s anger and score political brownie points when even the bodies have not been cleared from various places and last rites of these people not even done? Most people do not even know if their kith and kin have died, or are still alive. 

9) Where are star cricketers, BCCI, film stars, socialite celebrities, top industrialists and so-called spiritual leaders? These people are eulogized as demigods in this country. However, so far most of them have not come forward to help, or express sorrow? We saw our cricketers break into a celebratory jig after winning the Champions Trophy, instead of saying they dedicate their victory to the memory of those who died? No matter how symbolic, it would have shown them a little sensitive, especially after Harbhajan Singh made good his exit from an ITBP camp where he was holed up after the disaster. 

10) Why has the Uttarakhand government not invited the Red Cross and other international organisations to start collecting bodies and do a cataloguing of all dead and missing? By spurning all offers for help, is the state government waiting for an epidemic to break out? Why is the CM so allergic to aid coming from any quarters? Is prestige and political oneupmanship bigger than the lives and well-being of people?

11) Why did the state government not promptly enlist support of organizations like PFA, SPCA and animal husbandry department? It was critical to rescue hundreds, thousands of surviving ponies and other animals in affected areas and to bring them to safer habitat.

12) Why has it not bothered to gather a realistic estimate of the actual number of casualties even 10 days later, a number that is likely to be between 15,000 to 20,000?

13) Why were VIPs and influential people rescued ahead of others who were left to die, including old people, women and children in inhospitable weather?

14) Why is there no environment policy for hill states? Such a policy is a must forecologically fragile and seismologically risky states such as Uttarakhand and Himachal Pradesh.

15) Will the state government now amend its land ownership policy? In light of rampant commercialisation of our hill states, some locals feel it is required to discourage outsiders, particularly foreigners, from buying land.

16) Will any politician and bureaucrat care to answer why has mindless construction been allowed to take place in the name of development in Uttarakhand?

17) Why have so many hydroelectric projects been given the go-ahead in Uttarakhand only?

18) Why was ‘Char Dham Yatra’ commercialized so blatantly, instead of being made into a USP for Uttarakhand? Why was the Yatra not regulated keeping in mind the flow, the infrastructure and the weather forecasts in an ecologically sensitive area? Now, when it commences, it should be done with proper planning and taking into consideration all the aspects – religious and environment in particular.

19) Will the government — at least now — strongly come down on mining and construction on river beds? Rivers should be allowed to carry out the process of silting naturally.

20) Will the state government and other organisation show total transparency in tracking and announcing the receipt of funds and donations that they get?

Dawood, Mumbai blasts mastermind, eludes justice

Last week, Indian intelligence agencies intercepted a call made from Karachi to Dubai. The Karachi caller was discussing millions of US dollar worth investment in the United Arab Emirates with his Gulf-based counterpart.

A quick match with known voice samples revealed that the caller was a certain Shaikh Dawood Hasan Ibrahim, none other than the mastermind of the 1993 Mumbai blasts and India’s most wanted criminal.

Twenty years after the Mumbai blasts, Dawood continues to elude justice. Questions have been raised on the Indian government’s will to get him. Indian agencies apparently don’t even have his recent photograph.

“But I don’t think the Indian government has given up its efforts to get Dawood,” Arun Jaitley, leader of the opposition in Rajya Sabha, told HT on Thursday.

 

“We have failed since all evidence reveals he is in the protective custody of our neighbour. Perhaps more bilateral and international pressure needs to be put on Pakistan.”

The Dubai business details discussed in last week’s intercepted call were shared with revenue intelligence agencies. It was evident Dawood was playing big in real estate, fertiliser and shipping, and his area of operation stretched from Mumbai to the US via Dubai.

In the same call, Dawood’s wife Mahajabeen is heard chatting with one of her two daughters based in Dubai about an upcoming Bollywood movie based on the life of her husband.

 

Official sources admit despite keeping a constant tab on Dawood and his associates like Chhota Shakeel, Fahim Muchmuch, Ahmed Langda and Javed Chikna, they have been unsuccessful in nabbing him or cracking down on his India operations. Indian intelligence believes Dawood is the force behind circulating fake Indian currency, drugs smuggling and many real estate deals in the country.

During his meeting with FBI director Robert Mueller in Washington in September 2009, then home minister P Chidambaram discussed ways to get the terrorist. Mueller told him Dawood’s business footprint was expanding in the US and the time had come for both countries to share information on him.

Last May, home secretary RK Singh handed over a list of ’49 most wanted fugitives from justice’ to Pakistan. As many as 18 of the 49 fugitives belong to D Company. Dawood has three Pakistani passports, three houses in Karachi, and keys to ISI safe houses on Islamabad-Muree Road and the Pakistani capital’s Margalla Road.

For first time, an opinion poll gives NDA a clear majority

NEW DELHI: For the first time in the 2014 Lok Sabha elections, a poll on Monday predicted a clear majority for any pre-poll alliance with NDTV projecting that NDA would get 275 seats in the 543-member House. This is 16 seats more than the poll had predicted last month.

BJP on its own would win 226 seats — the highest tally ever for the party and the best by any party since 1991, the poll done by Hansa Research estimated. UPA would win just 111 seats, with Congress sinking to its lowest-ever tally of 92 seats, it said.

NDA’s projected win is based on impressive gains over 2009 in UP (an increase of 41 seats), Maharashtra (17), Rajasthan (17), Bihar (12), Andhra Pradesh (12) and Madhya Pradesh (10). In these six states, it stands to gain 109 seats. In most other states too, NDA is projected to gain, though by more modest numbers.

‘TMC will be largest party after BJP, Cong’

The only major states in which the NDA could do worse than five years ago are Karnataka (a loss of seven seats), Chhattisgarh (two) and West Bengal (one), according to the latest NDTV poll.

In contrast, the UPA is predicted to lose seats vis-a-vis 2009 in almost every major state, with Andhra Pradesh being the worst case, where the Congress tally could drop from 33 five years ago to just six this time.

Barring Karnataka and Chhattisgarh, the only states where the UPA stands to gain are Assam (a gain of two seats) and Bihar, where a gain of six is really only because RJD is now part of the alliance, unlike in 2009.

The largest parties after BJP and Congress would be Trinamool with 30 seats, AIADMK with 22, SP with 14 and BJD with 13. DMK, with its allies, is likely to win 14 seats and the Left 22. AAP is projected to win just one seat in Delhi and none elsewhere, at least in the states for which details were available, which included all those with seven seats or more.

None of these parties, however, will be of much significance if the poll’s predictions come true, since the NDA will not need any post-poll allies to form the government and anoint Modi the prime minister.

The BJP and its allies are projected to bag 275 Lok Sabha seats, three more than needed to form the government, while the Congress and its partners are set to win just 111 seats, according to a new poll survey released on Monday.

The BJP alone is set to win 226 seats, the party’s strongest performance ever and a dramatic improvement from the two it won in 1984.

 

 

 

 

The Congress, which has ruled the country for the past 10 years, has never dipped below 100 seats, but the poll by NDTVHansa Research projects that it will win only 92 seats.

 

Even with its allies, the Congress is projected to bag 111 seats, three short of its worst solo performance of 114 seats in 1999.

 

The survey showed the BJP had benefited from canny last-minute alliances such as the one with the Telugu Desam Party (TDP) in Andhra Pradesh.

 

{mosimage}Another poll by NDTV-Hansa Research in March had projected 214 seats for the BJP and 259 for the NDA.

 

The NDA crossing the magic figure of 272 is heavily predicated on the BJP bagging the 51 seats in Uttar Pradesh that the latest poll shows it winning.

 

Till now, the BJP had been projected as heading towards being the single largest party but with its alliance falling short of the majority mark. If the alliance does not reach 272 seats, it will have to seek more partners from among regional players like J. Jayalalithaa, who is expected several seats in Tamil Nadu, or Mamata Banerjee, who is projected to get a majority of the 42 seats in West Bengal.

 

Four phases of the Lok Sabha polls have been completed so far and there is a month and five phases of balloting still to go before votes are counted on May 16.
